The ideal candidate will work with internal and external agencies to ensure that the County’s broadband initiative, Light Up Livingston, is progressing. The Planning

The Planning Director supports the County’s agricultural industry including updating Agriculture Plans, partnering with the Genesee Valley Conservancy and its Purchase of Development Rights Program, Agricultural Districting programs and more.

Transportation

The Planning Director will enhance public transportation and implement the County’s transportation connectivity plan. The selected candidate will work with the Genesee Transportation Council on projects, initiatives and funding opportunities.

Environmental

Sensitivity to lake and watershed planning is a must. Supporting the Conesus Lake Watershed Council and Environmental Management Council is a priority along with updating the Conesus Lake Watershed Management Plan.

Housing and Anti-Poverty

The ideal candidate will support the Livingston County Land Bank and work to advance THRIVE LivINgston - the County’s award-winning anti-poverty initiative designed to combat social, cultural, economic and environmental challenges.

Special Projects

The department is also responsible for building and maintaining the county’s Geographic Information System (GIS), which is an essential tool that helps maximize effectiveness and efficiency and improve decision making throughout county and local government.  GIS staff create, acquire, and maintain a wide array of spatial datasets, provide direct spatial analysis and mapping assistance, integrate spatial data into critical applications, maintain a publicly available GIS website, administer the county’s aerial photography program, and provide addressing services to support the county’s 911 system.  The GIS supports department initiatives, county departments, municipalities and government entities, and the public.

Who We Need

Our growing and demanding workload increasingly relies on consulting contracts and grants to local government. A critical aspect of being the Director is to work closely with all 35 municipalities and most county department heads to maintain a strong working relationship, steer initiative in a productive direction, deliver resources to help them attain their goals and be the day to day go to person for everything related to planning. This role leads the effort at county level systematic planning, especially with regard to transportation, greenways and blueways and housing. The Department’s intermunicipal view allows the ability to see how these municipalities can move forward and develop planning and other projects in line with multiple interests. The Director’s job is to be able to lead the entire county forward in these efforts.

We need a proactive, internally motivated planner to lead the department and the County toward a unified vision.  Graduation from an accredited college or university with a Bachelor’s degree in Planning, Urban Geography, Architecture, Public Policy, Geographic Information Systems Public Administration, Economics or a closely related field and four (4) years of full time paid planning experience. OR

DUTIES: This position performs a range of intermediate professional duties relating to City planning, zoning, urban design, economic and community development and for assisting in the preparation of City planning policy documents, land use plans, regulations and reports. This position requires considerable communication with public officials, civic organizations, lawyers, architects, engineers, land surveyors, developers, contractors and the public. General supervision is provided by the Administrator of the office of Planning and Economic Development. Supervision may be exercised over the work of lower level staff and seasonal employees or interns. This incumbent does related work as required.

TYPICAL WORK ACTIVITES: Illustrative only

 Provides primary staff assistance to Zoning Board of Appeals, Design Review Board and other land use boards as directed, including technical assistance to applicants, project review, guidance in the application of the State Environmental Quality Review Act (SEQRA) and attendance at night meetings;

 Assists in the coordination of the activities of the land use boards;

 Performs research and assists in preparation of zoning determinations by the Zoning and Building Inspector, comprehensive land use plans, municipal ordinances, and public policy documents;

 Performs research and assists in preparation of planning statistics, data, records and reports

 Conducts special studies and other related work as assigned;

 Provides staff assistance to special committees or ad hoc groups as assigned.

**A provisional appointment is pending the appropriate NYS Civil Service Exam announced and administered locally. The provisional appointee will be required to sign up to take the exam once it is announced, pay the exam fee (or fee waiver if applicable), pass the exam and rank in the top three (3) grades to secure a permanent appointment*

Job Opening: Land Use Planner, Dryden, NY

The Town of Dryden is Seeking a Community/Land Use Planner 

The Town of Dryden seeks to hire a professional planner that will work to promote and progress the wellbeing of our community, environment and economy. To accomplish this work, the selected candidate will work alongside diverse committees on a broad range of community projects. Some of these ongoing projects include rewriting our Zoning and Subdivision Laws to align with our recently updated comprehensive plan, expanding a rail trail network that crosses our entire township, constructing a municipal broadband fiber network, addressing affordable housing issues, and implementing a list of initiatives that make the Town a designated Climate Smart Community. 

Aside from the work mentioned above, the selected candidate will also be responsible for enforcing Dryden’s Zoning Law and guiding applicants through local permitting and approval processes such as site plan reviews, variance requests, special use permits and subdivision and planned unit development applications. This works entails working closely with, and reporting to, the Town Board, Planning Board and Zoning Board of Appeals.
